Victor Von Dumas is a Salemite scientist who lives in his fortified City State of Latveria.

He fell in a one on one battle with the Witch King where he was captured. He was gifted to the Thule Brotherhood and remained there prisoner for almost a year. He was rescued from captivity by a group of heroes, the Thule Brotherhood's invasion plans of Latveria thwarted in the process. Upon returning he decreed the Borders of Latveria are closed to all for the time being.
