Iocus was a psychologist of the Nightstorm fleet, having turned up one day and slipping into the crew out of sheer boredom and curiosity. He seemed to be a man of two sides - one side a psychologist eager to help those who needed him (though always with an air of worry about him), the other a mischievous prankster (and the bane of Fabian Connell's life).

An unfortunate chain of events unleashed Iocus' third side, a psychotic personality called the Shepherd. With the aim of "strengthening the heroes of the Shards" by acting as an evil to unite against, the Shepherd began a campaign of murder and stalkings in Whitewater. Later he kidnapped and tortured his former friend Molly McCuen and Rye McCuen, the daughter of Fabian, his former captain. Finally he went back in time to the past of Frontier and began causing mayhem to interfere with the present, forcing those his former self had called friends to find and kill him.
